Magnetic hill natural conditions make the wrong perception of the eye because there is a false horizon line.

"We conclude that this effect occurs from a person's misperceptions of gravity. This is caused by the presence of 'false horizon line' in that location," as stated in their written research.
Their research also found that the sloping surface will usually be perceived as lower than the horizontal plane, when preceded, or followed, or flanked by a derivative of a steep slope.

They believe, this effect can be recreated artificially without interference of magnetic force, anti-gravity, or 'mysterious forces' other.
An eye specialist from the U.S., Adelbert Ames, Jr. in 1934 to find a visual trick that more or less able to explain the phenomenon of magnetic hill known by the name 'Ames Room'.
